When two prisoners escape from a crashed prison bus, one of the prisoners travels continuously through LA with the intent of killing the main witness that put him behind bars. With time running out, Agent Eppes, Charlie and an old friend of Eppes' from his fugitive hunting days attempt to track down the ruthless killer.
