Son of the governor of Illinois, Wallace lived in Indianapolis as a young boy. He served in the Mexican War, and then became a lawyer and was elected to the state senate. He served the Federal government during the Civil War, reaching the rank of major general; his main success was turning back Jubal Early's raid on Washington D.C. in 1864.
